OFO DAILY CRITICAL DAY 1 FOR ALL AREAS EAST OF STA 325 ON THE 300 LINE ONLY EFFECTIVE 9-6-2023

Due to forecasted warmer weather with associated higher demand and ongoing scheduled maintenance in the area, in an effort to protect system integrity and firm service obligations, effective for the Gas Day of Tuesday, September 6, 2023, and until further notice, Tennessee is implementing an OFO Daily Critical Day 1 for all areas East of STA 325 on the 300 Line only for all Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA, and LMS-PL balancing parties). This action is pursuant to Article X, Section 4 of the General Terms and Conditions of Tennessee's FERC Gas Tariff.

All delivery point operators in all areas East of STA 325 on the 300 Line only are required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators in all areas East of STA 325 on the 300 Line only are required to keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. In addition, it is essential that delivery point operators schedule gas at meters commensurate with takes within the affected areas. Balancing between meters on the same OBA not included in the OFO area will not be permitted. All LMS-PA, SA contracts acting as balancing parties, LMS-MA and LMS-PL Balancing Parties are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 dths, whichever is greater for over-takes out of the system and under-deliveries into the system. Customers will be assessed a rate of $5.00 plus the applicable Regional Daily Spot Price per dekatherm for that portion of physical quantities related to under-deliveries by receipt point operators and over-takes by delivery point operators which exceed this tolerance.

THIS DAILY OFO CRITICAL DAY 1 WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE.

ADDITIONALLY THE FOLLOWING OFO ALSO REMAINS IN EFFECT UNTIL FURTHER NOTICE:
OFO DAILY CRITICAL DAY 1 FOR ZONES L AND 1 ON THE 500 LINE ONLY FOR OVER-TAKES FROM THE SYSTEM OR UNDER-DELIVERIES INTO THE SYSTEM
MONTHLY OFO CRITICAL DAY 1 FOR ALL OF ZONE 4 FOR LMS-PAs AND SAs ACTING AS BALANCING PARTIES FOR OVER-DELIVERIES INTO THE SYSTEM.

TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THESE OFOs WILL BE LIFTED.

Tennessee would like to remind all operators/agents of power plants directly connected to TGP of certain parameters of FERC Order 698 requirements. Tennessee requires that all power plant operators submit burn profiles and nominations prior to gas flow. Due to very limited flexibility, power plant operators are encouraged to burn ratably based on scheduled volumes. The burn profiles should be sent to TGPGasControl@Kindermorgan.com. The latest burn profile template can be found by accessing the Tennessee web site and following the steps below.

In the event this OFO is not sufficient to maintain the operational integrity of the system, Tennessee may escalate to a Critical Day II, an OFO Balancing Alert, Meter Specific OFO(s) or Hourly OFO(s). Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests. Payback nominations in these areas will be evaluated at each cycle and scheduled only if operational feasible.

Tennessee will deem all affected Shippers to be in compliance with the actions specified in the Daily Critical Day 1 OFOs if after the measurement close the actual system conditions were opposite to the conditions for which this OFO was issued.
