Yankee Gas Provides Winter Shutoff Protection and Payment Programs

BERLIN, Conn. – October 22, 2003 (NYSE: NU) – Yankee Gas Services Company, part of the Northeast Utilities system, is offering programs to assist customers who experience difficulty paying their natural gas bills this winter, or who want to spread their gas heating costs over a year, avoiding higher winter bills.

Customers with current accounts
For customers who have a current balance on their account, Yankee Gas has a Budget Payment Program that allows them to spread out payments over an 11-month period. This helps customers avoid higher bills during the winter heating months. Yankee Gas reviews the account monthly and reconciles it each May. Programs for low-income/hardship customers
Qualifying customers can receive shutoff protection through the Winter Protection Plan, which keeps customers from having their gas heating service turned off if they fail to pay their bill between November 1, 2003 and April 15, 2004. Customers must meet federal income guidelines and must be a natural gas heating customer. Non-heating customers, such as those with a serious medical condition, may also be eligible for Winter Protection. Families on a low or fixed income can qualify as a hardship customer if they:
Receive one or more forms of public assistance such as Food Stamps or General Assistance
Receive a major source of financial support from Social Security, or Veteran’s Administration, etc.
Have a medical condition within their household that is certified by a physician
Apply and qualify for energy assistance through their local Community Action Agency (CAA) which can be located by calling INFO-LINE at 211

Yankee Gas’ Matching Payment Program allows low-income customers who have past-due balances to work out a monthly payment arrangement so their gas heating service will be provided all year round. If customers qualify, there is a possibility of forgiveness of back balances owed. Customers must apply and qualify for energy assistance funds and make and keep monthly payments. For those who are eligible, Yankee Gas will deduct an amount equal to the money paid by the customer and the amount received from energy assistance applied to their Yankee Gas account, up to a zero balance.
