CL&P Issues RFP for 2013 through 2014 Power Purchases
New generation rates would be effective January 1, 2013;
PURA procurement manager now oversees the process



BERLIN, Conn. March 23, 2012 — Connecticut Light & Power (CL&P) has issued a Request for Proposal (RFP) to purchase power for its customers for 2013 and 2014. Under a plan approved in 2006 by the Connecticut Public Utilities Regulatory Authority (PURA), CL&P is now procuring power contracts semi-annually for its customers who have not chosen an alternative supplier of electricity. "Standard Service" is for residential customers, as well as street light and commercial and industrial customers who have a peak demand of less than 500 kilowatts of electricity per month.

In addition, as required by 2007 Connecticut legislation, CL&P will purchase power for the July through September 2012 and October through December 2012, time periods as the "Supplier of Last Resort" for its customers who have a demand of over 500 kilowatts per month and who have not chosen an alternative supplier.

As part of electric restructuring in Connecticut, CL&P does not own generation and must secure the electricity it delivers from competitive suppliers. Approximately half of a CL&P customer’s bill is associated with the delivery of electricity to customers. The other half of a customer’s bill pays for the electricity supply that CL&P must purchase from third parties.

The pre-qualification process will be completed by Friday, March 16, 2012, with bids due on Tuesday, May 15, 2012 for Standard Service. Bids for Supplier of Last Resort Service are due on Tuesday, April 10 for the third quarter of 2012 and on Tuesday, August 7 for the fourth quarter of 2012. The procurement process is being overseen by Jeffrey Gaudiosi, PURA’s procurement manager and also by the Connecticut Office of Consumer Counsel and its consultant, Resource Insight, Inc.

As required by state law, winning suppliers will also deliver 17 percent of their supply from renewable sources of energy such as solar, wind or biomass in 2013. Copies of the RFP may be found at
